About the Job:
An opportunity has arisen for a Senior Executive HSE to join Dubai Holding Community Management. The main duties and responsibilities of this role include:

Health & Safety Management:

  • Act as a focal point for HSE in allocated work location and responsible to ensure the Implementation of the Health and Safety Management System
  • Enforce policies to establish a culture of health and safety in the delivery of services in DHCM
  • Carry out fire safety inspection at all DHCM properties and facilities as per the plan.
  • Ensure that the communities, infrastructure, and auxiliaries meet the highest standards for Health & Safety and fully complies with the statutory requirements of the regulatory authorities
  • Monitor the legal compliance of the allocated location and report any deviation immediately to respective department and to the line manager

Incident & Emergency Management:

  • Attend HSE incidents, accidents and near misses, investigate and corrective actions implemented and keep the records up to date and prepare trend analysis report
  • Take immediate action in case of observing an unsafe act or condition posing an imminent risk and carry out the required communications with all concerned stakeholders
  • Prepare emergency drill plan for all emergencies identified, Track and ensure the emergency drill completed as per legal requirements
  • Attend emergencies and ensure adequate reports are prepared for all emergencies
  • Attend incident on site as required and advised by Line Manager including after operational hours

Contractor Management (HSE aspects):

  • Regularly monitor contractor activities and properties to ensure there is no potential risk to the workforce and public
  • Carry out H&S audit on service providers and contractors as per the plan
  • Monitor and audit HSE performance of suppliers and contracted service providers ensuring HSE performance is complying to contractual SLAs and KPIs
  • Review and approve H&S documents provided by Service providers, zones etc.
  • Review and approve the general permits and safety permits
  • Arrange and conduct service providers meeting and other BUs as advised by line manager

Risk Assessments:

  • Perform regular risk assessments to detect potential hazards
  • Prepare risk-based inspection plan and Conduct inspection and audit as per the approved plan / provided target

Administration, Coordination & Trainings:

  • Conduct and chair service providers regular HSE performance meeting as advised by line manager
  • Liaise with other departments to ensure that the HSE management system is functioning properly and where appropriate, advise on changes and their implementation and provide training, tools and techniques to enable others to achieve the required HSE performance
  • Attend H&S related customer complaints and maintain a track with trend analysis report
  • Carry out pre-occupancy/Hand over inspections
  • Support for H&S coverage during holidays as directed by line manager. Act as point of contact / on call during public holidays as per the roster
  • Ensure the compliance to ISO requirements and carry out internal Audits
  • Monitor HSE performance by gathering relevant data and producing statistical reports
  • Prepare weekly and monthly report for allocated area/task within the time frame
  • Adequate documentation of all H&S related report with necessary approval by line manager Ensure all H&S documents are recorded and updated regularly
  • Carry out Asset compliance assessment, ensure mitigation if any risk is identified and submit the report within the time frame
  • Prepare ESG submission data in coordination with community operations and submit with in the time frame


About You:
The ideal candidate for this position will have the following experience and qualifications:

  • Bachelor’s degree in Engineering, Science, or a related HSE discipline, with Lead Auditor certification in ISO 45001
  • Minimum 3 years of HSE experience within Facilities Management, Community Management, large-scale projects, or shopping mall environments
  • Strong knowledge of HSE management systems, including IMS development, implementation, maintenance, compliance management, and continuous improvement
  • Good understanding of international HSE standards and regulations, including ISO 14001, ISO 45001, WELL certification requirements, and UAE Fire & Life Safety (FLS) / NFPA codes
  • Proficient in HSE management applications and Microsoft Office tools; NEBOSH IGC Level 3 qualification considered an advantage
