 About the Job:

An opportunity has arisen for a Manager - Projects to join Dubai Holding Community Management. The main duties and responsibilities of this role include:

  • Governance and Project Methodology
  1. Standardization: Define, implement, and maintain the organization's standardized Project Delivery Methodology (PDM), including phases, gates, deliverables, templates, and reporting structures for all project tiers.
  2. Gate Review Management: Oversee the project governance framework, coordinating and facilitating formal Stage Gate Reviews to ensure projects proceed only when critical criteria (e.g., technical feasibility, financial viability, readiness) are met.
  3. Audit and Compliance: Conduct periodic health checks and audits on active projects to ensure strict adherence to the defined PDM, documentation standards, and regulatory requirements.
  4. Risk Framework: Develop and manage a standardized organizational risk management framework specific to project execution, including risk identification, assessment matrices, and mitigation planning protocols.
  • Portfolio Management and Reporting
  1. Performance Metrics: Define, track, and report on key Project Performance Indicators (KPIs), focusing on schedule adherence, budget variance, resource utilization, and realized benefits.
  2. Dashboard Development: Design and maintain executive-level Portfolio Dashboards and standardized reports to provide transparent, accurate, and timely status updates to senior leadership and key stakeholders.
  3. Lessons Learned: Champion a systematic Lessons Learned process, ensuring insights from completed projects are captured, analyzed, and formally integrated back into the PDM and standards for continuous improvement.
  4. Resource Management: Work with departmental leaders to forecast project resource demands and ensure appropriate organizational capacity and capability exist to support the current and future project pipeline.
  • Support, Training, and System Enablement
  1. Mentorship and Training: Develop and deliver mandatory training programs and workshops for Project Managers and relevant stakeholders on the adopted PDM, governance rules, and best practice tools.
  2. Tool Administration: Act as the subject matter expert and administrator for the organization’s Project Management Information System (PMIS) or Enterprise Project Portfolio Management (EPPM) software, ensuring data integrity and user proficiency.
  3. Documentation Management: Manage the central repository for all critical project documentation, standards, templates, and archival records.
  4. Change Management: Drive organizational change management efforts related to the adoption of new project tools, processes, and project roles


About You:

The ideal candidate for this position will have the following experience and qualifications:


  • Bachelor’s degree in Engineering, Business Administration, or a related field.
  • Mandatory certification as a Project Management Professional (PMP) or equivalent (e.g., PgMP, PRINCE2 Practitioner)
  • Minimum of 6-8 years of experience in project and program management, with at least 3 years focused on working in or leading a PMO/CoE function, driving organizational process change
