About the Job:
An opportunity has arisen for a Senior Manager - Infrastructure to join Dubai Holding Community Management. The main duties and responsibilities of this role include:
Infrastructure Operations:
- Oversee infrastructure & landscaping operations across communities, ensuring quality, timelines, budgets, and service provider performance
- Supervise all infrastructure-related projects, including utilities, public realm assets, and landscaping, ensuring full accountability
- Ensure compliance with FM systems, processes, and standards while providing technical guidance and resolving complex issues
- Lead tendering and procurement planning for infrastructure services, including scope development and coordination with procurement
Stakeholder Relationship Management:
- Manage and attend to customer’s complaints to ensure compliance with DCM service quality standards
- Manage the service agreements in place in terms of monitoring the service providers’ performances in regular and reactive maintenance and taking the necessary measures to react to incompliances. Quality Control measures need to be followed at all times
- Develop long-term relationships with key service providers and educate them on DCM’s standards
- Ensure that service providers are paid within the time limits set in the signed agreements in order to have sufficient cash flow and maintain the services to the communities
Budgeting & Cost Control:
- Support service charge budgeting and apply value engineering to optimize operational and maintenance costs
- Track budgets vs. actuals, prepare forecasts, and highlight variances to ensure cost efficiency
- Develop long-term O&M strategies for key assets to maintain budget consistency and performance
- Oversee CAPEX/OPEX planning, invoice verification, utilities monitoring, and documentation control
Continuous Improvement:
- Drive continuous improvement by adopting best practices in infrastructure maintenance and asset management
- Identify enhancement opportunities (refurbishment, upgrades) to improve community performance and cost efficiency
- Maintain infrastructure asset registry and support asset handover processes in line with standards and authority requirements
- Lead and develop the team through performance management, fostering a culture of innovation, accountability, and high performance
About You:
The ideal candidate for this position will have the following experience and qualifications:
- Bachelor’s degree in Mechanical, Civil, or Electrical Engineering, with 8+ years in infrastructure construction and 4+ years in maintenance management
- Strong expertise in infrastructure systems, processes, standards, and local regulations (roads, utilities, sewage)
- Proven experience managing contractors and third-party service providers within community or property management environments
- Advanced analytical, project management, and problem-solving skills, with proficiency in property management systems, CRM tools, and MS Office
- Strong leadership and communication skills, with a customer-centric mindset and ability to engage stakeholders at all levels
